Help Widget for TrueNAS dashboard in CORE

Description

Backport help widget from Scale to Core.

See code in https://jira.ixsystems.com/browse/NAS-112741

The widget does not exactly match, what's shown below (there is no functionality to subscribe to a newsletter).

This widget replaces the Welcome popup that appears when user first logs in.
Lastly, we can make this widget one that can be hidden, since some admins will want to remove it from the other dashboard informational screens.

I'd still like it even in that case. Upgrade to SCALE if you want to hide it

I now remember the issue with having Help widget in Core. There is no mechanism in Core to hide/show widgets, so it will always be there.
